"So you think as an individual, you can say oops...what about governments?"

Oops is not sufficient in and of itself. If I was mistaken and did something wrong then I have an obligation to do everything possible to make it right, starting with recognizing my mistake...(oops), dealing with my own remorse over that and expressing it as sorrow and an apology to those wronged, doing what I can to improve things by avoiding the same mistake in the future and correcting the wrong to the extent that I am able and asking for forgiveness and mercy where I am limited.

The government is a tool of society, what ever is not right about it we need to fix or abandon. Its not like we worship or serve the government.

"Do you believe, when agents of government apply some form of torture that they are doing it just for grins...

Yes, I think that is highly probable without proper safegaurds to keep it from happening. Are you kidding?

I want my agents (my government is by the people's consent) to know that I have every confidence in them. That will be true if the policies, practices, and standards they are employing bar inhumane treatment of others.

"If the requirement is that no mistake can ever be tolerated by governments, "

Tolerance is not a word I would use here.

"...than the free world is doomed because the 'bad guys' have too great an advantage.

If you think the moral standards, practices, and principles of the 'bad guys' are advantages, what is it exactly that you want to fight against or for?
