AMD will receive technology export license for Chartered

According to heise.de AMD is set to receive the required dual-use export license to transfer know-how to Chartered for foundry production.

However, I'm not sure to make of the second paragraph which claims that AMD had originally planned to move the 65nm research and development (and about 1000 jobs) to Singapore.

Allegedly, chancellor Schröder dissuaded the AMD management from the step - which could be hocus, considering he's fighting for his politicial survival at the moment and has a rather lousy standing with the eastern germans where AMD has its facilites.

It does, in my mind, not make a whole lot of sense to transplant process development from your own main production facility where you are about to start up said process to a 3rd party outsourcing outfit that is only meant to supply for demand that may or may not materialize.
