Imo the biggest problem that is faced in combatting terrorism is that in many of the nations that face these threats a good proportion of the population consider their governments to be untrustworthy and corrupt ... the biggest challenge is for the executive branches of these nations to prove to the world that is not the case.

How can a nation unite against terrorism if half the nation believes that those who govern us are lying, treacherous swine?

First thing to do is wipe the slate clean and get someone who is at least arguably trustworthy in public office.
