I hadn't thought about religious targets. That could be an interesting thought. Although, I think that if you strike Mecca, you automatically radicalize the 1 billion or so Muslims who sympathize with Islamic terrorists, but haven't acted on anything yet. Then you might get a real war of the civilizations, which the Muslims will lose of course, but many many lives would be lost.
