IMO Rove could "be so stupid" because he has been so effective in the past at keeping all the troops in line and intimidating anyone from deviating one micron from his program. Hubris, bud. I'm sure he never thought it would come to this and he slipped up, telling the grand jury something that now does not jibe with his known actions. Rove took on the CIA and they don't like being fucked up. He may eventually become a victim of the covert war now going on between the Agency and the Busheviks.
