Now...about this:

That was part of the transcript. Like I said, it's not my job to help you with your comprehension disability but I'll give you a clue.

Soon AFTER the investigation began, scottie made multiple remarks as to rove's involvement...essentially that rove was NOT involved.

He IS involved and NOW scottie won't comment saying the reason for "no comment" is because of the investigation.
With that question the reporter is pointing out that it looks quite bad that scottie NOW chooses not to comment...using the investigation as the reason....when he had no similar compunction due to an investigation about prior comments when he could attempt to say rove was not involved.
