Partial birth abortion is never medically necessary! Certainly not for the child. When I asked you for an example of when it might be, you provided the "genetically damaged" excuse. Of course a, "genetically damaged" child is just code for a disabled child, and the "fix" for this genetic damage? Kill it! "After birth, the fetus becomes a child and a citizen." Nothing about the child changes except the location. Which is why if it is to be killed (for no other reason than it is disabled and vulnerable) it must be done before the head makes it clear of the birth canal.
