You're off by a digit. $2 billion spread over 9,000 "settlers" equals $222,222 per settler, or $1.1 million per family of five.

When you think of it it does seem a ridiculously high amount.

And if the Arabs really want peace in the Middle East, why not make Saudi Arabia pay the $2 billion? Oil has gone from $25 to $60 in the past 18 months, more than doubling the country's revenues. Let them cough up the money for peace in the Middle East.
