Was that in the context of a press conference? Because the Bush admin is not refusing to answer questions posed by people who happened to be passing in the street, it is refusing to answer questions posed by reporters at a press conference.

Now, had the press arranged the press conference, your argument might have some merit. But it was not the press who arranged it, it was the Bush admin who arranged it and controlled it.

So they invited all those reporters to come and ask their questions, then refused to answer the questions, even though they had been perfectly willing to answer the same questions a year earlier ... that is news.
