Jim, I know we disagree on the impact of the '97 Act, but at least call it the "John Kasich (R-OH) Tax Act". He was the author. Senator Roth (R-DE) authored the Senate version (Of Roth IRA fame). The Act passed the House 389-43 and the Senate 92-8. Blaming the Act for the RE bubble is one thing (we just disagree), blaming Clinton seems partisan.
