PRESS RELEASE

DCI Telecommunications Announces Agreement to Acquire Muller Media,
Inc.

DCI Telecommunications, Inc., Fairfield, Connecticut, a public
company (DCTC
- OTC Bulletin Board), today announced it has signed a letter of
intent to
acquire Muller Media, Inc., a privately held entertainment company
located in
New York, NY.

Muller Media, Inc. (Muller), founded in 1982, is a nationally
recognized
distributor of motion pictures and syndicated programming to
television
stations and cable companies. Muller develops and sells programs in
conjunction with independent producers as well as selling products
created
solely by other producers for which Muller has acquired exclusive
distribution rights.

Muller Media’s marketing strategy is to offer small film packages
designed to
fit stations’ need whether they be movie stations or traditional
network
affiliates. Unlike major production syndication firms who generally
sell
their own or larger packages, Muller Media is a boutique syndicator
which not
only distributes for others but can design specific packages for
clients.

Bob Muller, President and CEO of Muller Media stated, "although
numerous
companies have approached us in recent years with the intent of
acquiring or
merging with Muller Media, Inc., it is our opinion that none can
compare with
the vision and management strength DCI has for the future."

Muller added, "DCI’s business philosophy is consistent with ours at
Muller
Media, and this complimentary philosophy can only prepare both
companies for
growth in the years ahead".

Joseph Murphy, President and CEO of DCI commented, "we are delighted
to reach
an agreement with Muller Media, one of the most respected, well
managed
independents in the entertainment business. This acquisition, which
has been
a year in the making, will allow DCI to utilize world famous video
and
picture images that Muller Media has exclusive rights to in its
Privilege
Card program."

Murphy went on to say that this will, in the future, give DCI the
ability to
inject film video footage into Internet Web sites via licensing
agreements
with Internet Service Providers (ISP’s) and web site developers. Full
length
video’s will also be available for individuals to purchase over the
Internet.

DCI believes the acquisition of Muller Media, Inc., when finalized,
will add
approximately $3.0 million in annualized sales and $.5 million in
profits.
The acquisition will involve an exchange of stock valued at $3.0
million. DCI
intends to apply for Small Cap NASDAQ upon completion of the
transaction.
