I was paying close attention to officials public reactions after 9/11. There was a huge (and I can emphasize this enough) pressure to prevent people from analyzing the motives of the terrorists. For more than almost two years they kept repeating that "They did this because they are evil and they hate us because we are free". It went so far that Giuliani returned a $20M (or was it a $100M) donation to the victims fund because the Saudi prince said that such horrible events would be less likely if US was more bablanced in its foreign policy regarding the Palestinians...as if the money was for Rudy Giuliani's personal use that he could return it. Freedom of speech is great, freedom of listening is even better.
