What kind of liberties? The US is a big country in love with prisons. There could certainly be prisons built for all young men when they turn, say, 16. They could be, with good behavior, released when they turn a rather ancient 25 or whenever they become statistically less likely to commit a crime.

This isn't, after all, that much different from the round ups for Gitmo and Abu Ghraib. There's a lot of rounding up 'just in case' which is one reason there are so few indictments and even fewer convictions.

What about FBI agents following all young men around warning them that they're being watched because they are untrustworthy and likely to commit a crime? That isn't that much different from what they're doing to the Pakistani community in Lodi.

This is the agency after all which ignored its own reports and couldn't manage to piece together information it had at hand. You'd think they'd spend the time and effort figuring out how to talk to its own people and piece together information but I guess it's more fun driving around Lodi chasing after kids.
