Before Clinton, China couldn't hit dry land with their ICBMs and now they are orbiting astronauts... I think any sufficiently developed nation will obtain that capability, the technology transfers sped it along though. What's nuts is that there is apparently some elements in the PLA that are this reckless at least in their thoughts, and I wonder whether the Chinese oligarchy have sufficient control over the PLA. It's like Dr. Strangelove in Chinese. Derek
