I am pretty sure you made that up but I would be interested in any evidence you could offer.

The Saudi Arabian government does not sponsor terrorists and, in fact, is more threatened by their conduct than the US government is.

Historically the region has been home to some of the most barbarous tribal peoples of record. The Wahabbi movement swept across the peninsula 100 years ago but was defeated by the Ottomans and by Egyptians. However, the Wahabbi type people (the puritans of Islam) are still very much entrenched in their view that the world must be cleansed according to their fundamental outlooks. Although Wahabbism is not forbidden in Saudi Arabia, radical conduct is. So, people who practice such behavior are as much the enemy of the State of Saudi Arabia as they are the enemy of America.

Saudi Arabia was an absolute Monarchy until 1992. The monarchy's close economic ties to the West are complicated by the extremely influential religious establishment that has supported anti-Americanism and Islamic militancy.

Elections have begun to take place, bureaucratic reforms are very progressive, and the country has embraced western technology.

Where as, I agree with you that the terrorism of Al-Quaida has its roots in the culture of the region, the government of Saudi Arabia is an enemy to terrorism.

If you target the government of Saudi you remove one of the most powerful opponents to terrorism and provide a cultivated field in which terrorism may thrive.
