Its not to hard to claim anything.

I remember the first Gulf War quite well.
When Kuwait was invaded, Bush the elder condemned it, but did not jump right up and indicate he was going to take action. There were ambiguous days that went by. I think he was getting the start of a long chain of bad advice from the neocons at that time.
