Just saw a similar article in one of the South Florida papers. One of the major reasons sited was lack of political and currency stability at home in many countries from points south. I guess the devaluation of the dollar, our twin deficits and GWB still look a lot better to wealthy folks from Argentina, Brazil and Venezuela. One think this really shows is the delicate state of many world economies these days. And there is no doubt foreigners always appear to pile in at a top in our local markets.
