Because the Saudi regime has never trusted its own people enough to put them in charge of anything half important, lest they use their position to oppose it. This is why from national defense to the mundane the work is outsourced to foreigners.

I don't know. But sine OPEC production quota is tied to each member's reserve, it is likely they exaggerated it.

I think a good solution is to help the Saudi Shia win their independence. Since the oil fields are in the Shia region, this will solve two problems at once.
