It came in with the all volunteer military. Prior to that, the various National Guards were a good way to AVOID being drafted, one our brave President took advantage of with help from the family in getting in.

I think when the whole plan was laid out, the idea was that the all volunteer forces would be the core of our military, used on peacekeeping missions and the various small engagements that might come up. The National Guards could be integrated into the force if the US were invaded or we had to defend, say, europe again. I don't think the plan took the chimp's quagmire causing invasion of Iraq into account - we learned THAT lesson in Vietnam. Or, at least some of us did.
