Rove can always try palming it off on Colin Powell. There is the story about his wandering around AF1 with the memo in his hand and there's even some video of him being hugged by Bush in Botswana after they got off of AF1.

It may not be Rove but someone in the State Department. At any rate, this could make Fitzgerald a national figure and the next Giulianni (I don't care if I spell his name correctly).
