Slight correction: The bombs were most likely set to go off on a gsm cell phone signal.
Remember, they all 3 went off within same minute.
The guy in the bus according to witnesses several times looked nervously into his sack.
He may have switched off the gsm connection but most likely the bombs had a back-up ignition timer set just in case somebody would chicken out from their holy mission.
Thus it went off anyway but out of synch.

Didn't study the manuals, just common criminal sense.
