Wouldn't you say that terrorism can be a form of political protest? After all the AQ folks say they are violent because they want to purify Arab lands- that's political, and blowing themselves up is certainly a protest. It's a violent protest, but protest can be violent. I think the Weathermen were political protestors, and the Panthers- and they used violence. Terrorism could also be used to extort gain, or for other reasons, so it is not per se political, but there is certainly a subset of terrorist activity that seems to me to be political protest.
