He actually did: President George W. Bush originally stated, both personally and through White House Press Secretary Scott McClellan, that he would fire anyone involved with leaking classified information. However, following the revelation that Rove and Libby had been implicated, Bush now says that he will fire anyone found to have committed a crime. The distinction being that in order to convict a leaker it must be proven that they were aware the information was classified. If this cannot be proven then Rove and Libby could not be convicted despite having leaked classified information.
