It's hard to think of a major insurgency in the last 100 years that didn't end either in victory (through the collapse of the target regime) or more often, political accommodation that defused the grievance they fought for. I believe Malaysia had a rebellion that the Brits helped to quell - it motivated our policies in Vietnam, which didn't produce comparable results.

The latter option - negotiated solutions - assumes that the insurgents are amenable to a political solution short of absolute victory, and that they will deal with the target regime and/or an external regime sponsor like the US or the old USSR.
