As long as you can find every potential bomber in every potential target country and sanctuary country, catch or kill them all, find all their supplies and also catch every operative who might recruit others in all of those countries, you will be just fine. You will STOP them. If you miss even a handful, KABOOOOOMMMM!!!!! You won't have accomplished anything really. And even if you do all of the above, a new wave will come along with the same motivations. When we first invaded Iraq I heard lots of dumb talk about how the US would just invade any country that didn't bow to our wishes. Well, I don't think we'll be invading Pakistan or Iran in the near future, not to mention the rest of the Arab world and other large Islamic countries. Can't be done. Not enough soldiers or money in the current system.
