i understand that terrorism and terrorist are technical terms, modus operandi being the defining element
and will therefore not confuse the terms loosely with protest or protesters
you seem to want to 'complicate' the issue by inserting an 'element' of protest (assuming you are referring to whatever so called grievances political motivation underlies the tactic)
while no definition of terrorism has been accepted as authoritative there is in fact a 'shorthand' definition (written by a. e. schmid), which is widely accepted..note the lack of 'protest' within:
