Could you please elaborate on what you mean here? Time and environmental changes can defuse as can incentives. FYI, someone mentioned Shining Path. In western terms, even one car bomb in a capital city would qualify as too much. Shining Path remains on the official U.S. list of terrorist groups. A government truth commission in 2003 blamed Shining Path for 54 percent of an estimated 69,280 deaths by rebel groups and the military in Peru in the 1980s and 1990s. Today, Shining Path counts several hundred die-hards holed up in Andean and jungle areas whose biggest recent actions were a 2002 car bomb in Lima and a 2003 kidnapping.
