It certainly may. Or it may not. Wonderful sentiment to include in the President's speeches and the briefing books for the spokesmen at State and DOD.

But you can't really drape a strategy around it without descending into fairly clumsy rhetoric and propaganda programs that ring hollow with non-western cultures. I have seen it tried - the results are pretty foolish most of the time.

What do you do if your target audience, the pro-terrorist culture, really hates your guts and doesn't trust you to begin with? That's the case more often than not.
