Plenty of corruption and fraud, especially with the sophisticated US bankers help! For example, Citibank has helped 4 senior managers in Nan Fang Security to launder as much as US$780 million ILLEGALLY overseas. The law suit is still ongoing, but those $780 million already went abroad, and will be very hard to chase them back.

If I were the Chinese gov., I would punish Citibank so hard that to make them pay those exact amount plus huge fine, or forbid them to do any business in China forever!
