LOL. The way you described it made me laugh, but it's not so funny in that it actually happened and I hold Rumsfeld responsible for that, even if he never gave a direct order to do it. He most certainly helped create the environment wherein his delegates felt it was acceptable to do those inhumane things.

Anyway, to answer your question, of course things like that cause more terrorism. I didn't know American soldiers were capable of that. I would have expected some form of mild torture to come out, like sleep deprivation, strobe lights, etc, but the reality was far worse and crossed any line we would have cared to draw.
