There you folks go again. Interested in proving the other person wrong. Is there any difference if the glass is half empty or half full? The fact is it is still half, not empty not full. Similarly the President has to propose first and the Senate gives or denies consent. Come on Wayne, you can do better in a argument even if you are on the loosing end.
