I do not believe that the Fed alone is responsible for dampening the effects of the 2000 market crash. And in the case of Japan, and in the United States (after 2000 and 1929) interest rates fell to very low rates. At any rate, you may be correct that the time to "mop up the excess" may be extended - but that is EXACTLY what a government would want! It is much preferred to have a short shallow recession followed by "an extended period of mopping up"; than a decade long, deep recession.
