So you define bravery by target, and not by personal risk to the actor. This kind of construction is nowhere in the word's definitions.

If you attack 1000 civilians knowing you will be killed instantly, or 1000 military folks, it amounts to the same thing in terms of bravery. It seems to me that the definitions are about putting yourself at risk, and facing your own fears, not about whom you attack.

If you want to argue that Osama has not put himself at risk, I think that's going to be difficult given the global man hunt that he set himself up for.
