What you say makes no economic sense. Keeping it secret is tantamount to central party saying it is worth whatever we say it is (on a minute-to-minute basis rather than once every few years).

If it was up to me, I would make a basket of 1-USD, 1-EU, 100-JY, 1/50th of Oil barrel, 1/333 Oz of Gold and set the whole thing equal to 50 RMB. Nobody can manipulate 3 major currencies and two major commodities. Plus it gives protection against any single currency and/or run away inflation/deflation.
