why couldn't the same thing be done with smallpox

Smallpox has been eradicated world wide. Known samples still exist in Russia and the US, under lock and key, and are suspected elsewhere, but you know how that goes. Saddam was supposed to have some, according to whoever was supposed to have the inside scoop on Saddam's WMD.

Whoever releases it will release the wind but reap the whirlwind. It's a virus that spreads like wildfire (metaphor, not literally) through the air and through touch, the most casual of contact. Impoverished people living in slums would suffer the worst.

Salmonella is a bacteria, you need to ingest it to get infected.
