The Clintons are very slippery people. They got away with more illegal stuff than any President or Presidential couple in history. Do the police ever arrest a person on a lesser charge they can win a conviction on when they have evidence they are doing something else?

Say they know they guy is a crack dealer, might they arrest him for speeding just to get something on the guy after he has given them the slip enough times?

Of course they do. Every day.
