I don't think you realize that no plan for the occupation would have worked. The people of Iraq were not calling out for a liberator.

The war destroyed the country. It only would have worked if the people in Iraq had been prepped before hand to their alternatives, and had had a significant agreement before the U.S. provided help. That could not be accomplished by just starving children with sanctions, but that is the only preparation that the Iraqis had. Given that begininng, there was no possible way for an occupation to work.
