Long ago (actually about the time I was in Peshawar dealing with Afghans and UNHCR) I concluded that I am not smart enough to judge "intent". I learned to focus on actions, and more importantly on the outcome of those actions. It is both foolish and arrogant to assume others did not know what they were doing. And I have learned that nobody makes it to where they are purely based on luck...so most likely they could see the consequences if they wanted to. What you are asking me to do is to assume there were a string of unintended mistakes and to forgive and move on. But I cannot believe such long string of mistakes are unintended. And even if they are, what of it? Incompetence is far worse than being "evil". A smart adversary can be made into a good ally or at least be counted upon to do what is in his self interest. What do you propose we do with the "idiots"?
