I doubt it's dead. In a couple of years there might be a new attempt to hold referenda, this time maybe labeled "EU core principles". Hopefully the weaknesses uncovered by the "No" in F and NL will be addressed in the meantime.

Economically, maybe. But politically or militarily, no. The USA is one people with one language. Europe is a collection of nation states with a multitude of languages. I doubt it will ever be possible to pool the diverse backgrounds and attitudes to one force.
