If true, it raises the question, what does one do with "a lost generation, unmoored from traditional societies and cultures, frustrated by a Western society that does not meet their expectations"? Educate them? Shoot them? Lock them all up? It's hard to fight a war against a disaffected generation with no uniforms or membership list to distinguish them from their less isolated Muslim brothers. Quite a conundrum.
