That is too bad, because for all practical purposes this is what we have. The nature of fraudulent conduct is such that it does not scream "hi I am a conman, trust me with public funds". Moreover, all politicians are good judges of risk/reward ratios. A dishonest career politician would be unlikely to be shown as such. Any hints of his character will be discounted as partisan bickering. You either fix the system or remain at the mercy of those who slip through the cracks...and boy are there so many!

PS so are you training your honest barber yet? Better hurry or by the time you need a doctor he may not be skilled enough.

PPS ditto for your congressman, your police cruiser, your insurance agent, etc, etc. Are you training all of them or are hoping the system just automagically works?
