The explosive compound (TPTA) used is highly volatile and must be mixed precisely and then used quickly to be effective. My understanding is that the detonators went off but the explosives only caught fire....which is what happens when TPTA is (and most explosives)mixed incorrectly or allowed to oxidize. My understanding is that TPTA was used in the first round of bombings too.
