The ones responsible for California's budget problems are primarily the Texas energy thieves, backed by Bush-Cheney, headed by Enron. In about six months in 2000-2001, the nomination of Bush-Cheney being their opening salvo, they ripped off California to the tune of about 30 billion bucks.

Arnold never mentioned this, just blamed unions. Arnold also had a meeting with ken Lay before his election. Former Bush RNC chief Ed Gillespie was in charge of a 7 million buck campaign for Enron to try and blame the energy crimes on Grey Davis, and therefore weaken his ability to withstand a special election. No doubt it was all coordinated by Rove and his ilk. Rove was very close to Enron and owned 250,000 shares.
