A booster may make it too hot upstairs during the winter. Most furnace fans have 3 speeds and I'll bet yours is set on low. It's a wiring thing and not a switch. You could get your fan moved up a notch and close your lower vents during the summer and opening them while closing the upper vents during the winter.
