The first "707" attack on London --the three subway bombings plus the bus line 30 one-- were a Mossad job. Very likely, one or two XTC barons who operate in London are Mossad case officers, they were ordered to replace the "deliveries" of four of their regular mules by cemtex charges --easy as child's play, isn't it?
Now, the problem for PM Blair and the UK government was that control of the media and leaks to the press were badly handled --clue:

So much so that they felt it necessary for MI5 to trump up a second, copycat bombing attack on July 21st. The "failed" four bombings of July 21st were a media backfire lit by MI5 to bamboozle public opinion into the suicide-bomber theory. It also compels Scotland Yard to allocate manpower and time to the second, bogus terrorist attack... A similar, diversionary scheme was devised by the Belgian government in 1982-85 when Israeli hitmen killed 29 people in Brabant Wallon supermarkets (the so-called Tueurs fous du Brabant Wallon). At the time, Justice Minister Jean Gol claimed that the killings were not political but regular gangsterism and called for investigators to stick to the "gangster track".... Likewise, most of Britain fell for the July 21st smoke screen: I watched yesterday assistant commissioner Andy Hayman (a British Jew?*) urging the public/witnesses to report whatever they know about the SECOND, July 21st attack... It's as if the first bombings (which killed 56 commuters, btw) never happened!?!

Mr Andy Hayman, Assistant Commissioner of Specialist Operations Mr Hayman has 26 years service and joined Essex Police in 1978, where he served as a uniformed officer and a detective constable. In November 1985 he was promoted to sergeant and rose to the rank of superintendent over the next ten years. He was promoted to chief superintendent in June 1997.
In November 1998 he was appointed commander in the MPS and given responsibility for drugs, crime and complaints investigations. In February 2001 until December 2002, Mr Hayman served as deputy assistant commissioner (director of professional standards) and also acted as deputy to the deputy commissioner. He has been in his current role since December 2002 as chief constable of Norfolk Police. ___________________________
