In a couple of years there might be a new attempt to hold referenda, this time maybe labeled "EU core principles". Hopefully the weaknesses uncovered by the "No" in F and NL will be addressed in the meantime.

At least in France, I had the impression that the vote against joining had little to do with the constitution itself, and mostly to do with public dissatisfaction with their own French government, fanned of course by politicians hoping to replace Chirac and the mainstream right currently in office.

While a clear majority in France voted against, it's well to remember that it was not "everyone" over there. The country is much more diverse than the simplistic stuff one reads here in the US would lead one to believe.
