At least Chirac didn't cancel the referendum. Like his 1997 dissolution de l'Assemblée Nationale, he would have had second thoughts had he predicted the outcome :-) It's unfortunate that such things can wind up being decided on irrelevant criteria, but it's one of the risks you take by having a functioning democracy. I don't think anything and everything should be decided by popular vote, but such referendums do have their place.
