The guy was a known associate of suicide bombers, already under surveillance. He ran away from the cops and leapt over the turnstiles into the subway, wearing a heavily padded coat on a warm day in July.

Do you chance that he is wearing a bomb belt (why else the coat?), or do you shoot him in the head first?

The costs of chancing it are too high. So you shoot. Down on the ground means nothing, if he's wired to blow.
