But many Sunnis believe federalism is a first step to divide the nation. Most of Iraq's oil wealth is in the north and the mostly Shiite south.

And that's why there will be civil war for sure. I don't understand the Kurds. They are not as passive as the Shiites. They have their own paramilitary fencing with Turkey. Why are they not putting down the Sunnis?
