I don't agree ST. We used to have twice the number of nukes we have now. Through long, hard effort by both Republican and Democrat administrations we halved them, between ourselves and Russia. Since the chimp, the whole effort has been back burnered or even reversed. We need to start again, and involve all players. Only if we and the Russians are reducing our massive overkill will we have any moral clout with the newer nuclear states or states to be. South Africa is a model of success here.
